60 Industrial Waste Statistics on Generation, Treatment and Trade

Industrial waste statistics vary sharply depending on whether major mineral waste, households, hazardous materials or treatment trade flows are included. The figures below distinguish those definitions, measurement periods and geographies so generation, management and historical estimates are not confused.

Key Industrial Waste Statistics

These are the most broadly useful industrial waste statistics from the available EU and U.S. evidence:

  • In 2022, the EU generated 2,233 million tonnes of waste, or 4,991 kilograms per capita, across economic activities and households.
  • In 2022, construction produced 38.4% of EU waste, including major mineral waste.
  • In 2022, mining and quarrying produced 22.7% of EU waste in the EU-wide activity breakdown.
  • In 2022, manufacturing accounted for 10.4% of EU waste across all reported sources.
  • In 2022, major mineral waste made up 64% of EU waste, equal to 3.2 tonnes per inhabitant.
  • In 2022, EU waste excluding major mineral waste totaled 795 million tonnes, or 36% of all waste.
  • In 2022, manufacturing generated 166 million tonnes excluding major mineral waste in the EU.
  • In 2022, EU hazardous waste totaled 119.0 million tonnes, equal to 5.3% of total waste.
  • Between 2010 and 2022, EU hazardous-waste generation rose 31.1%, from 90.8 million to 119.0 million tonnes.
  • In 2022, the hazardous share ranged from 0.7% in Romania to 24.6% in Finland.

How Much Industrial Waste Is Generated?

Eurostat reported 2,233 million tonnes of waste in the EU in 2022, equivalent to 4,991 kilograms per capita. This total covers economic activities and households, so it is broader than industrial waste alone. Eurostat, Waste generation by economic activities and households, EU, 2022

The activity breakdown shows why the definition matters:

  • Construction accounted for 38.4% of EU waste in 2022.
  • Mining and quarrying accounted for 22.7%.
  • Waste and water services accounted for 10.5%.
  • Manufacturing accounted for 10.4%.
  • Households accounted for 8.9%.
  • Services accounted for 5.2%, while energy accounted for 3.0%.

These are shares of all EU waste, including major mineral waste and household waste, rather than a manufacturing-only measure. Finland generated almost 20 tonnes per inhabitant in 2022, about four times the EU average of 5.0 tonnes, with the high value associated with mining and quarrying waste.

Industrial Waste Data by Economic Activity and Material Source

Major mineral waste is a defined, high-volume category arising mainly from mining and construction. It represented 64% of EU waste in 2022, or 3.2 tonnes per inhabitant, and represented between 82% and 91% of total waste in the cited high-share examples of Finland, Romania, Sweden and Luxembourg.

Removing that category gives a different view of non-mineral waste. EU waste excluding major mineral waste totaled 795 million tonnes, or 36% of total waste, and averaged 1.8 tonnes per inhabitant in 2022. Eurostat, Waste generation by economic activities and households, EU, 2022

EU category, excluding major mineral waste 2022 amount Scope
Waste and water services 216 million tonnes Economic activity
Households 193 million tonnes Comparison category
Manufacturing 166 million tonnes Closest directly reported industrial activity

Waste excluding major mineral waste ranged from 7.5 tonnes per inhabitant in Estonia to 1.1 tonnes in Romania, Latvia and Malta in 2022. Eurostat links Estonia’s high level to oil-shale energy production, while the country differences also reflect differing economic structures.

The three-category ordering above is derived from the reported values and is not an exhaustive ranking of every source. Manufacturing is the closest directly reported industrial activity, but it should not be treated as synonymous with all industrial waste.

Hazardous Industrial Waste Statistics and Country Variation

EU hazardous waste totaled 119.0 million tonnes in 2022, or 5.3% of total waste. Eurostat’s classification covers all reported economic activities and households, not manufacturing facilities alone. Eurostat, Waste generation by economic activities and households, EU, 2022

Measure Earlier period 2022 Geography and scope
Hazardous waste generation 90.8 million tonnes in 2010 119.0 million tonnes EU, all reported sources
Change in hazardous generation — 31.1% higher than 2010 EU, 2010–2022
Change in hazardous generation 2020 baseline 25% higher by 2022 EU, 2020–2022

Eurostat’s series shows hazardous-waste generation 31.1% higher in 2022 than in 2010, rising from 90.8 million to 119.0 million tonnes. It also increased 25% between 2020 and 2022; Eurostat attributes much of that increase to Finland’s almost eightfold rise, without establishing a broader causal explanation here.

Country shares varied widely in 2022:

  • Romania recorded a hazardous share of 0.7% of total waste.
  • Finland recorded a hazardous share of 24.6%.
  • Among the non-EU countries shown by Eurostat, Türkiye recorded 24.8%, Montenegro 23.3% and North Macedonia 21.6%.

These country percentages are not industrial-only hazardous-waste rates. They describe each country’s hazardous share of total reported waste under the cited Eurostat comparison.

Excluding major mineral waste reveals contrasting activity trends in the EU between 2004 and 2022. Waste from waste and water services increased 187.2%, while household waste increased 10.6% and manufacturing waste declined 30.7%. Eurostat, Waste generation by economic activities and households, EU, 2022

EU series excluding major mineral waste Change, 2004–2022 Interpretation
Waste and water services +187.2% Activity-specific increase
Households +10.6% Comparison category
Manufacturing −30.7% Activity-specific decline

These are EU activity-series changes, not global industrial trends. They also should not be read as proof that every industrial subsector followed manufacturing’s direction.

Treatment indicators show a separate management trend. EU waste treatment increased 5% from 2004 to 2022, but the treatment measure includes imported waste and excludes exported waste, so it is not directly comparable with generation. Eurostat, Growth in waste recovery in 2022

Recovered waste increased from 870 million tonnes in 2004 to 1,223 million tonnes in 2022, while disposal decreased from 1,027 million tonnes to 769 million tonnes. Recovery’s share of treated waste rose from 45.9% to 61.4%, and disposal’s share fell from 54.1% to 38.6% over the same period.

Industrial Waste Treatment, Recycling and Disposal Statistics

The EU treated 1,992 million tonnes of waste in 2022. Of that treatment total, 61.4% was recovery and 38.6% was disposal; the denominator includes imported waste and excludes waste exported for treatment. Eurostat, Growth in waste recovery in 2022

Treatment route Share of EU treated waste, 2022 Classification
Recycling 40.8% Recovery
Backfilling 14.2% Recovery
Energy recovery 6.4% Recovery
Landfilling 30.2% Disposal
Incineration without energy recovery 0.4% Disposal
Other disposal 8.0% Disposal

Recovery therefore includes recycling, backfilling and energy recovery; it is broader than recycling alone. The management-indicator figures should not be presented as industrial-only recycling rates.

Country treatment shares also differed substantially in 2022. Italy had the highest cited EU recycling share at 85.6%, while Belgium and Slovakia each recorded 68.3%.

Landfill and other disposal together accounted for 93.8% of treated waste in Romania, 93.0% in Bulgaria and 81.0% in Finland. Eurostat, Growth in waste recovery in 2022

Industrial Waste Trade and Historical U.S. Estimates

The EU exported 32.1 million tonnes of waste to non-EU countries in 2022, down 3% from 2021, and imported 18.7 million tonnes, down 5%. These flows cover all reported waste categories rather than industrial waste alone. Eurostat, EU exported 32 million tonnes of waste in 2022

Türkiye received 12.4 million tonnes, or 39% of EU extra-EU waste exports, while India received 3.5 million tonnes. Ferrous-metal waste totaled 17.8 million tonnes, or 55% of exports; Türkiye received 10.7 million tonnes, about 60% of EU ferrous-metal waste exports.

EU paper-waste exports totaled 4.9 million tonnes, or 15%, and India received 30% of them. Eurostat, EU exported 32 million tonnes of waste in 2022

For historical U.S. context, the EPA estimated approximately 7.6 billion tons of nonhazardous industrial waste generated and managed on site annually in 1988. The estimate may include special wastes and is not comparable to current Eurostat totals. EPA, Hazardous Waste Characteristics Scoping Study

U.S. industry group EPA 1988 estimate Share or unit
Chemicals and allied products 1.39 billion tons 18.2% of estimate
Primary metals 1.37 billion tons 18.0% of estimate
Petroleum refining and related industries 168 million tons 2.2% of estimate
Paper and allied products 2,251,700 thousand tons On-site nonhazardous waste

Four major industry groups—paper, chemicals, primary metals and petroleum refining—accounted for approximately 68% of the 1988 estimate. In the same EPA estimate, primary metals generated 1,367,611 thousand tons of nonhazardous industrial waste on site; the paper and allied products category generated 2,251,700 thousand tons.

Finally, EPA’s greenhouse-gas reporting scope includes industrial landfills with at least 300,000 metric tons of total design capacity. That threshold describes reporting coverage, not a national industrial-waste generation estimate. EPA, GHGRP Waste
